Ricordate? Era lo shock of San Giuliano, the village of Molise, October 31, 2002 where the quake was relentless against the school killing 27 children and their teacher . Three days after the massacre, the prime minister called a press conference (video ): "I spoke with friends of architects to develop a hypothesis of the project for the construction of a new San Giuliano."
Even then the design was that of the new town, the satellite city, "a neighborhood full of greenery with the complete separation of cars from the paths for pedestrians and bicycles. A project that could bring in 24 months to deliver to the people of San Giuliano new apartments functional, innovative, built according to le nuove tecniche della domotica».
Even to complete the new school - yes a pioneering institution, called 'the most seismic of Italy' - of years there has taken nearly six. Berlusconi has had time to finish the government, leaving the chair and return to Romano Prodi at Palazzo Chigi: he was to attend the inauguration last September. How far is that autumn of 2002 when the prime minister flew to San Giuliano with his architect, Giancarlo Boys that was one of two designers in Milan in 1970 and ten years later he repeated the work with Milan 3 of Basingstoke, another new town on the outskirts of the Alfa Milan. A demonstration of the role of the designer of the court, two years Adriano Galliani is said to 'The Express' in the drawer to have a plan to remake Boys also the stadium of San Siro. The assignment to 'triplers Milano' was later formalized by the mayor in May 2003 with Molise arrival of the first state grants: six months had already been burned to define the legal form of assistance.

At that time, many things were resurrected thanks to public subscription Aid immediately launched by the 'Corriere della sera' and TG5: a school and 150 prefabricated chalet 'village provisional' . All made of wood and very functional considered by the inhabitants. The first real homes have been delivered five years after the shock, when 500 people were still living in temporary village while hundreds more had moved into nearby towns, less damaged. Now they march to the seventh anniversary and many of the buildings are still a construction site, with local authorities on a war footing to get other contributions to the 'heavy reconstruction' of the center. Of money actually spent have been many. The City has estimated a cost of about EUR 250 million. In the first five years less than 100 million have gone to remake the public works and infrastructure for another 70 homes. The rest is at issue among mayors, and regions that in the last Berlusconi government Budget has reduced the availability. But there are many who talk about waste in the use of resources. The Court of Auditors, for example, two years ago opened an investigation on the Molise Region, which had received over EUR 700 million.
To date, 550 have been paid well, often invested in a questionable way: wifi networks for those living in the prefabs, funding for tourism, sponsorship of a summer reality show of Mediaset and the selection of Miss Italy. It is important to remember the scale of the tragedy. At San Giuliano in 2002 there were 30 deaths across the affected area of \u200b\u200bPuglia and Molise 200 were injured, the displaced 3 000 in the province of Campobasso and about a thousand in one of Foggia.
